The grievance raised in the present writ petition is for misutilization of the funds by the village Panchayat Ghanghata since the year 2020 onwards. Even the representation regarding misutilization of funds for the first time is stated to have been made in the year 2024. 4. On a plain reading of the representation, we do not gather any deep study made by the petitioner regarding misutilization of funds. General allegations have been levelled in the representation on the basis of which the issue of misutilization of funds, if any, cannot be appreciated. The petitioner has not undertaken the requisite exercise and has come to the court without complete details and data. 5. PIL under with such an approach has become an abuse of the process of law.
