Although the Lucknow Development Authority, Lucknow has issued notice to the person who is said to have encroached on public road, but so far as this petition is concerned as the alleged encroacher Shri Gopal Pandey has not been arrayed herein, we cannot consider this writ petition and this without prejudice to any action which may have been proposed by the Lucknow Development Authority. 4.
