Since consideration of petitioner's grievance would entail factual aspects, liberty is granted to petitioner to submit a fresh representation to the opposite party no.3 i.e. Executive Engineer, Nalkoop Khand, Ambedkar Nagar who shall consider and decide the same in accordance with law within a period of two weeks from the date a certified copy of this order is served upon him alongwith fresh representation. 4.
