Mr. Abhishek Bahuguna, Advocate, for the petitioner. Mr. N.K. Papnai, Standing Counsel, for the State. Mr. Pankaj Miglani, Advocate, for the Uttarakhand Public Service Commission. (2) Petitioner responded to an advertisement issued by Uttarakhand Public Service Commission for Combined State Civil Services Examination. According to him, he qualified preliminary examination, however he could not submit online application with requisite fee, for participating in the main examination, within the deadline indicated by the Commission. Thus feeling aggrieved, petitioner has approached this Court. (3) It is not in dispute that the last date of submission of online application and requisite fee for the main examination was 30.10.2025. Learned Counsel for the petitioner contends that since petitioner was under immense pressure, as he was appearing in other competitive examinations also, therefore, he could not submit online application and requisite fee within the deadline indicated by the Commission. He further submits that due to poor connectivity on 30.10.2025 also, the petitioner could not submit online application with requisite fee. He, therefore, prays that deadline be extended for the petitioner in the peculiar facts and circumstances of the case. (4) Mr. Pankaj Miglani, learned 2025:UHC:10525 Counsel appearing for the Commission, however, disputes the contention raised on behalf of the petitioner. He submits that there is no pleading in the writ petition regarding connectivity issue on 30.10.2025. He further submits that the deadline cannot be extended on mere asking of a candidate; he submits that pressure of appearing in different competitive examinations, as alleged by the petitioner, cannot be a ground for extending the deadline and if deadline is extended on such grounds, then it will be impossible for the selecting body to stick to the timeline fixed for completing selection process. He relies on a judgment rendered by this Court in WPSS No. 1460 of 2025 and submits that identical issue was decided in that writ petition. (5) This Court finds substance in the submission made by learned Counsel appearing for the selecting body. A Public Service Commission has to hold different examinations for appointment to public services and it has to adhere to the timeline fixed by the State Government. If the last date of submission of application is extended on mere asking of an individual candidate, then it will be very difficult, nay impossible, for the selecting body to complete the selection process in time, which will adversely affect the public interest and efficiency of administration. Thus, this Court do not find any reason to interfere in the matter. Writ petition fails and is dismissed.
