JUSTICE AHANTHEM BIMOL SINGH 10.07.2025 Heard Mr. M. Hemchandra, learned Sr. counsel assisted by Ms. Rinika, learned counsel appearing for the petitioner; and Mr. Th. Vashum, learned GA appearing for the respondents. In view of the limited prayer made on behalf of the petitioner and as agreed by both the learned counsel appearing for the parties, the present writ petitions is disposed of at the motion stage itself. At the outset Mr. M. Hemchandra, learned Sr. counsel submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by issuing a direction to the Principal Secretary/ Commissioner/ Secretary (Textiles, Com. & Ind.), Govt. of Manipur and the Director of Handlooms and Textiles, Manipur to consider the detail representation dated 23.06.2025 submitted by the petitioner strictly on its own merit and in terms of the applicable Rules and Guidelines and to dispose of the same by issuing a speaking order within a stipulated period. Mr. Th. Vashum, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to consideration and disposal of the representation submitted by LAIREN MAYUM INDRAJ EET SINGH Digitally signed by LAIRENMAYU M INDRAJEET SINGH Date: 2025.07.11 14:35:42 +05'30' 2 the petitioner, he has no objection in disposing of the present writ petition as prayed for on behalf of the petitioner. Taking into consideration and submission advance by the learned counsel appearing for the parties, this Court is of the consider view that it will be in the interest of justice to dispose of the present writ petition by issuing the following direction; (i) The Principal Secretary/ Commissioner/ Secretary (Textiles, Com. & Ind.), Govt. of Manipur and the Director of Handlooms and Textiles, Manipur are hereby directed to consider the detail representation dated 23.06.2025 submitted by the petitioner on its own merit and strictly in terms of the applicable law and to dispose of the same by issuing appropriate orders. (ii) It is made clear that the whole process should be completed within a period of 3 months from the date of receipt of certified copy of this order.
