The respondent – Jawaharlal Nehru University [“the University”] has filed this application for an extension of time until 15.05.2025 for constitution of a Selection Committee to consider the petitioners’ applications for promotion under the Career Advancement Scheme, as per University Grants Commission Regulations, 2010 [“the Regulations”]. 2. The petitioners, who are all members of the faculty of the University, filed the captioned writ petition, contending that the University had delayed constitution of a Selection Committee, resulting in their applications for promotion not being considered. 3. By order dated 10.03.2025, the writ petition was disposed of with This is a digitally signed order. Although, respondent – JNU has filed a reply dated 07.12.2023 contesting the petitioners’ entitlement for promotion under the 2010 Regulations, Mrs. Ginny J. Rautray, learned counsel for JNU, states, upon instructions, that the University is agreeable to the relief sought by the petitioners and will constitute a Selection Committee for this purpose within the next four weeks. She further states that the Selection Committee will take steps as expeditiously as possible and that the promotion of the petitioners will be in accordance with the UGC Regulations, 2010. 4. In view of the submissions made on behalf of respondent – JNU, Mr. Abhik Chimni, learned counsel for the petitioners, does not seek any further orders in the writ petition. 5. The writ petition is disposed of binding the University to the submissions recorded above. Pending applications, if any, are also disposed of.” 4. The University has now filed this application seeking an extension of time for the above purpose. 5. While Mr. Abhik Chimni, learned counsel for the petitioners, does not object to the extension of time simpliciter, he submits that the steps enumerated in paragraph 6 of the application are a mala fide attempt to render the petitioners ineligible for promotion. 6. In my view, this is a premature submission at this stage. For the present, the application clearly states that the University proposes to constitute a Selection Committee to consider the petitioners’ cases for promotion in accordance with the said Regulations. The only request in the application is for an extension of time for constitution of the Selection Committee for this purpose. 7. Without entering into the issue in controversy, as identified by Mr. Chimni, the application is disposed of by extending time under the order dated 10.03.2025 by a further period of three weeks.
