Secy., Panchayati Raj And Others Counsel for Petitioner :- Devendra Pratap,Saad Husain,Shashank Shekhar Singh Counsel for Respondent :- C.S.C. Hon'ble Alok Mathur,J. Hon'ble Arun Kumar Singh Deshwal,J. 1. Heard Shri Anuj Pratap Singh, holding brief of Shri Shashank Shekhar Singh, learned counsel for the petitioner and learned Chief Standing Counsel on behalf of the respondents no.1 to 5. 2. In the light of proposed order, notice to private respondent no.6 is dispensed with. 3. The petitioner has approached this Court seeking a direction in the nature of Mandamus to State respondents to decide his representation dated 05.05.2025. 4. In the representation given to the District Magistrate, Hardoi, it has been stated that the respondent no.6, who is working on the post of Computer Operator in the Livelihood Mission Department at Block Tadiavon Headquarters, has filed her educational documents pertaining to her qualification obtained in the year 2000 in the Higher Secondary School, Dahigawan, Hardoi indicating her date of birth 30.06.1985 which is a forged document and it is on the basis of the said forged document, she has obtained the said employment. 5. Learned Chief Standing Counsel on behalf of the respondents at the very outset, submits that the petitioner is not a person aggrieved in the said matter and accordingly, a petition under Article 226 of the Constitution of India would not be maintainable at his behest. She has further submitted that in the entire petition, there is no mention that any of the rights of the petitioner, as described in part III of the Constitution of India, has been violated and hence, prayed for dismissal of the writ petition. 6. Counsel for the petitioner does not dispute the fact that the grievance raised in the petition only pertains to the date of birth and qualifications of respondent no.6 and accordingly, we do not find that the petitioner has any interest or locus to maintain the present petition challenging the educational qualifications of another individual. 7. For the aforesaid reasons, the writ petition is not maintainable and is accordingly dismissed. (Arun Kumar Singh Deshwal,J.) (Alok Mathur,J.)
