1. The grievance of the petitioner is that despite being senior to respondent No. 5, he has not been given charge of General Manager and instead, he has been asked to look after the JKPCC Limited, Baramulla Unit and Kupwara Unit in addition to his own work. According to the petitioner, respondent No. 5 who is junior to him, has been given charge of General Manager, Central and if the petitioner is made to look after the work of JKPCC Limited Baramulla Unit and Kupwara Unit, it would virtually amount to making him work under his junior. It has been submitted that the petitioner has

already made representations before respondent No. 2 highlighting his grievance but no action on the said representations has been taken by the said respondent.

Learned counsel for the official respondents and learned counsel for respondent No. 5, have submitted that out of 03 posts of General Manager, 02 are earmarked for General Manager (Civil) and one for General Manager (Mechanical). Since respondent No. 5 pertains to Mechanical Stream and is theonly eligible person to hold the post of General Manager in Mechanical Stream, therefore, he has rightly been given charge of General Manager (Central). It has been submitted that a Junior Officer in the Stream of Civil Engineering to which the petitioner belongs, is already holding the charge of General Manager, Jammu but the petitioner has not questioned the said action, therefore there is no merit in this writ petition.
3. Without going into the merits of rival contentions of the parties, the writ petition at this stage can be disposed of by issuing a direction to respondent No. 2 to decide the representations made by the petitioner within a specified time.

4. Accordingly, the writ petition is disposed of with a direction to respondent No. 2 to decide the representations of the petitioner with regard to his claim for promotion to the post of General Manager most expeditiously preferably within a period of 15 days from the date a copy of this order is made available to the said respondent. It is further provided that
order No. 42/2025 dated 25.09.2025 shall not be given effect by the respondents till such time the representations of the petitioner is decided.
