W.P.No.26986 of 2025 is filed under Article 226 of the Constitution of India seeking the following relief: “…to issue a writ, order, or direction, more particularly one in the nature of Mandamus, declaring the action of the Respondents, especially Respondents 4 and 5, in not supplying liquor stocks to me despite my valid allotment and licence, as illegal, arbitrary, and violative of Articles 14, 19(1)(g), and 21 of the Constitution of India, and consequently direct the Respondents to forthwith supply liquor stocks to the petitioner in terms of licence and pass such other order or orders …” 6 4. Pending disposal of writ petitions, the Collector & District Magistrate, Eluru, issued proceedings vide Roc.No.C4/e-98007/2025 dated 19.04.2026, which is extracted hereunder: “In view of the recommendation of the District Level Scrutiny Committee (DLSC) and in exercise of powers conferred Under Section 5(1) of the Andhra Pradesh (Scheduled Castes, Scheduled Tribes and Backward Classes) Regulations of Issue of Community, Nativity and Date of Birth Certificates Act, 1993 (Act No.16 of 1993) r/w the rule 9(7) of the Andhra Pradesh Scheduled Castes, Scheduled Tribes and Backward Classes - Issue of Community, Nativity and Date of Birth Certificate Rules, 1997 communicated with G.O.Ms.No.58, Social Welfare (J) Department, dated:12.05.1997 the Backward Classes Certificate issued to Sri Baireddy Vijay Kumar, S/o.Venkata Ramana of Chataparru Village of Eluru Rural Mandal with certificate bearing No.CGC250906012460, dated:06.09.2025 issued by the Tahsildar, Eluru Rural, is hereby cancelled with immediate effect, as he does not comes under BC-B (Settibalija) Community.” 5. As the grievance of the petitioner is redressed, the W.P.No.27758 of 2025 is closed. 6. In view of proceedings vide Roc.No.C4/e-98007/2025 dated 19.04.2026, the relief sought by petitioner cannot be granted. Hence, W.P.No.26986 of 2025 is dismissed. However, petitioner is at liberty to assail proceedings dated 19.04.2026. There shall be no order as to costs.
