At the outset, the learned counsel for the petitioner submitted that the petitioners will be satisfied for the time being if the writ petition be disposed of by directing the Commissioner, University and Higher Education, Government of Manipur and the Director, University and Higher Education, Government of Manipur to consider the representation dated 04.06.2025 submitted by the petitioner on its own merit and strictly in terms of applicable rules and guidelines to dispose of the same by issuing a speaking order within a stipulated period. Mrs. L. Monomala, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representation 2 submitted by them, she has no objection in disposing of the writ petition as prayed for by the learned counsel appearing for the petitioners. Taking into consideration the submission advance by the learned counsel appearing for the parties, this Court is of the view that it will be in the interest of justice to issue the following directions; (i) The Commissioner and the Director, University and Higher Education, Government of Manipur are hereby directed to consider the aforesaid representation dated 04.06.2025 submitted by the petitioners on its own merit and strictly in terms of applicable rules and guidelines and to dispose of the same by issuing a speaking order. (ii) It is made clear that the whole exercise should be completed within a period of 3 months from the date of receipt of certified copy of this order.
