According to the petitioner, respondent no. 4 is serving as teacher in a Government Aided Intermediate College, therefore, he is not eligible to hold the office as Member, Block Development Council. 4. Learned State Counsel submits that if petitioner has any grievance in the matter, then he should have approached the District Magistrate by making a proper application in the prescribed format, supported by affidavit. 5. The writ petition is accordingly, disposed of with liberty to petitioner to approach the District Magistrate by making a complaint in the prescribed format duly supported by affidavit. If he files such complaint within two weeks from today, District Magistrate shall take decision thereupon as early as possible, preferably within six months from the date of receipt of such complaint. 6. It goes without saying that respondent no. 4 shall also be given reasonable opportunity of hearing before taking any decision in the matter.
