Present petition has been filed for the following main relief(s):- "i. Issue a writ, order or direction in the nature of mandamus commanding the opp. party no. 3 to 5 to provide the domestic electricity connection in the name of the petitioner in her House no. 84/403 Katra Maqboolganj Vishkarma Mandir Lane Kaiserbagh Nagar Nigam Lucknow in the interest of justice forthwith. ii. Issue a writ, order or direction in the nature of mandamus commanding the opp. Party no. 3 to 5 to take decision on petitioner electricity application form no. JO472575301 dated 16.05.2025 contained in Annexure no. 5 to this writ petition." There is dispute with regard to clearance of dues on the premises in issue. In absence of specific pleadings and documents on record, we are not inclined to enter into the dispute aforesaid. Accordingly, in the facts and circumstances and documents on record, which are not sufficient to adjudicate the aforesaid issue, present petition is disposed of with liberty to petitioner to prefer an exhaustive representation indicating therein all the pleas available to the petitioner including the plea based upon Section 43 and Section 56 of Electricity Act, 2003 as also plea based upon various pronouncements on the issue, within a period of five days from today. In case, petitioner prefers any such representation, the respondent No.5-Executive Engineer, Madhyanchal Vidyut Vitaran Nigam Ltd., Viddyut Khand, Rajendra Nagar LESA, Lucknow, District-Lucknow, shall consider and decide the same by means of reasoned and speaking order within a period of five days thereafter and shall communicate the decision to the petitioner. With the aforesaid, the writ petition is disposed of.
