CORAM : THE CHIEF JUSTICE DHIRAJ SINGH THAKUR SRI JUSTICE RAVI CHEEMALAPATI DATE : 6th August 2025 P C : The issue that has been highlighted in the present petition is with regard to the speed breakers, which are stated to be not in conformity with the guidelines prescribed by the Indian Road Congress. In this regard, it is stated that the specifications which have been prescribed and should be followed by the authorities are that speed breakers should be at least 3.7 meters in width and 10 centimeters in height with a radius of 17 meters.

Learned counsel for the respondents states that there has since been some change in the specifications as per the new guidelines prescribed by the Indian Road Congress and that the same shall be placed on record.

Needless to say that earlier, memo, dated 25.02.2025, had been issued by the Chief Engineer (R & B), SH & Managing Director, APRDC, Vijayawada, informing all the Superintending Engineers, Executive Engineers and others to identify the illegal speed breakers on all State Highways, Major District Roads and Other District Roads and remove the defective speed breakers or rectify them to the standards prescribed by the Indian Road Congress. In case there is any new guideline issued by the concerned Ministry either in the Central Government or the Indian Road Congress, which is required to be followed, the same be followed and a circular be issued to all the concerned to not only ensure that the new guidelines are followed in letter and spirit and also to ensure the existing speed breakers are brought in conformity to the new guidelines. The Writ Petition (PIL) is, accordingly, disposed of. No costs.
Pending miscellaneous applications, if any, shall stand closed.
