The short grievance projected by the petitioner in this petition is that he is a political activist having taken part in Assembly, Parliamentary as well as in Panchayat elections conducted in the recent past. He submits that he was once attacked in the year 2008 at his residence, regarding which FIR No. 190 of 2008 dated 22nd November, 2008 stands registered in the Police Station, Ganderbal. He has also placed on record certain documents to show that he has been actively involved in the political activities and has been contesting elections from time to time. It is further submitted that despite being vulnerable political activist, the respondents have failed to provide him the requisite security. 3. Having heard learned counsel for the respondents and perused the material on record, it is found that before filing this writ petition, the petitioner has not approached the Competent Authority for seeking security. He has straightway come to this Court as if this Court is an expert in assessing the threat perception of individuals, whether political activists or otherwise requiring security cover. 4. In view of the short controversy involved, this petition is disposed of with liberty to the petitioner to approach the Senior Superintendent of Police, (Security) concerned with an application along with relevant material to justify the grant of security to him. Needless to say, if such an application is moved by the petitioner, the Senior Superintendent of Police, (Security) shall consider the same in accordance with rules and guidelines in place and forward the same to the Competent Authority for taking an appropriate decision in the matter. 5.
