Since the common facts are involved in these petitions, they are being heard and decided by this common order. 2. By the present writ petitions, the petitioners are seeking a direction towards the respondent authorities to permit the petitioners to participate in the counseling for document verification on the basis of their over all rank for the post of Assistant Teacher. 3. Learned counsel for the petitioners would submit that the petitioners completed their D.Ed course from OPJS University, Rawatsar, Rajasthan. Earlier the writ petitioners were filed by the petitioners i.e. WPS No.7189/2024 and 7196/2024, by 3 which, the writ petitions were disposed of by a common order with a direction to the respondents to consider the D.Ed degree of the petitioners in accordance with law and subsequently the contempt petition was filed by the petitioners, the same was also disposed on the basis of the submission made by the respondents counsel that they will consider the candidature of the petitioner for the counseling after verification of the D.Ed certificate. Learned counsel for the petitioners would further submit that presently the counseling process is continuing from 19/03/2025 to 26/03/2025 for verification of the documents, however, the petitioners are not being permitted to participate in the said verification on the ground that the petitioners’ document/certificate of passing D.Ed examination has been sent for verification to the concerned University on 05/02/2025 and there is no response received from the said University till date. Learned counsel for the petitioners further submit that if the verification report of the certificate of D.Ed will not come to the respondents within the period of counseling i.e. 19/03/2025 to 26/03/2025, the petitioners shall suffer irreparably and they will be deprived from the selection to the post of Assistant Teacher. Hence, the petitioners are seeking a direction towards the respondents to permit the petitioners to participate in counseling on the basis of undertaking by petitioners that in case of negative report of verification of certificate will come, 4 then the petitioners shall face legal consequences in accordance with law. 4. Learned counsel for the respondents/State, on the other hand, would submit that the respondents have sent communication dated 05/02/2025 to the concerned University, but the said verification of the D.Ed certificate is still awaited and only because of non receipt of any verification report, the petitioners are not being permitted for the counseling of document verification. 5. I have heard learned counsel for the parties, perused the the communication dated 05/02/2025 by the respondent No.2. to the OPJS University, where the petitioners have completed their D.Ed course. 6. From perusal of the contempt proceedings, it appears that respondents have stated that they will consider the candidature of the petitioners for the counseling after verification of the D.Ed certificate, however, as till date, the verification report of certificate has not been received by the respondents, the petitioners are not being permitted to participate in counseling, looking to the submission of the petitioners that in case of non receipt of the said verification report within a time frame, the petitioners shall suffer irreparably, the writ petitions are disposed of with a direction to the petitioners to file undertaking before the respondent No.2 by tomorrow i.e. 21/03/2025 and in case of filing such undertaking, the petitioners be permitted to 5 participate in the counseling for document verification and in case, any negative report will come in the verification report of the concerned University, necessary action be taken against the petitioners in accordance with law. 7.
