In view of the controversy involved in the instant petition, this Court is of the opinion that no fruitful purpose will be served in keeping the petition pending, accordingly, with the consent of the learned counsel for the parties, this petition is disposed of with direction to the respondent No.4 to consider and decide the pending representation of the petitioner, a copy of the said representation is placed on record as Annexure No.7 (if already not decided) by a reasoned and speaking order preferably as expeditiously as possible. It is made clear that the Court has not examined the plea of either of the parties on merits and the authority concerned shall take a decision on the pending representation of the petitioner strictly in accordance with law and communicate to the petitioner.
