Petitioners were appointed as Junior Engineer (Civil) through UPNL in different Jila Panchayats within State of Uttarakhand in different years between 2015 to 2022. According to them, after serving for sufficiently long period of time, they have earned the right to be considered for regularisation. 3. Petitioners are aggrieved by a communication dated 11.12.2024, issued by Director, Panchyati Raj, whereby the Chief Executive Officers of different Jila Panchayats have been asked to discontinue the engagement of Junior Engineers engaged through outsourcing agency w.e.f. 01.01.2025. 4. Learned counsel for the petitioners submitted that en mass disengagement of all Junior Engineers engaged through outsourcing, by one stroke of the pen is unjust and illegal. 5. He submits that the order passed by Director, Panchayai Raj does not indicate any plausible reason for en mass discontinuance of all Junior Engineers 2025:UHC:9641 and said order has been passed for extraneous reasons in colourable exercise of power. 6. Be that as it may, since petitioners are serving as Junior Engineer for sufficiently long period of time and reportedly there is no complaint or other adverse material against them, therefore, this Court finds substance in the submission made by learned counsel for the petitioners that petitioners are entitled to have their right to be considered for regularisation considered. 7. The writ petition is, accordingly, disposed of by permitting petitioners to make separate representations claiming regularisation of their services. If petitioners make such representation within three weeks from today, the decision thereupon shall be taken by the Director, Panchayati Raj within six months from the date of receipt of such representation. 8. The concurrence of the concerned Secretary, if needed, shall be obtained by the Director within two months from date of receipt of certified copy of this order before him. 9.
