BEFORE HON’BLE MR. JUSTICE N. UNNI KRISHNAN NAIR ORDER 20/08/2025 Heard Mr. A W Aman, learned counsel for the applicant. Also heard Ms. P Thapa, learned counsel for the opposite party No. 1. The present Interlocutory Application has been so instituted by the applicant for impleading the “Panchayat & Rural Development Department”, represented by its Principal Secretary as a party respondent in the connected writ petition being WP(C) No. 8036/2018. A perusal of the orders passed by this Court in the proceeding of WP(C) No. Page No.# 3/3 8036/2018 reveals that the State respondents had submitted that the Panchayat & Rural Development Department being a party whose presence in the said proceeding would be necessary for a due adjudication of the matter, an undertaken was made by the petitioner in the proceeding of the said writ petition, to file an impleading application for impleadment of the said department, as a party respondent in the connected writ petition. Under the said circumstances, the present I.A. has been instituted. I have perused the contentions raised by the applicant in the present I.A. and also heard the learned counsel for the petitioner. On due consideration of the matter, this Court is of the considered view that the authority sought to be impleaded in the proceeding of WP(C) No. 8036/2018, is a proper and necessary party for due adjudication of the issues arising therein. Accordingly, the present I.A. is allowed permitting impleadment of “Panchayat and Rural Development, represented by the Principal Secretary to the Govt. of Assam, Dispur, Guwahati-781006” as party respondent No. 6 in the connected WP(C) No. 8036/2018.
