This Writ Petition is filed under Article 226 of the Constitution of India for the following relief/s:-
“…to issue a writ, order or direction more particularly a writ in the nature of Writ of Mandamus declaring the action of the respondents in extending the Minimum Time Scale of Pay to the petitioners in their respective cadres and in not considering the representation of the petitioners dated 08.03.2025 as bad, illegal, arbitrary and violative of Articles 14, 16 and 21 of Constitution of India and consequentially direct the respondents to extend the minimum time scale to the petitioners from the date of the Commissioner proceedings in Rc.No.COE-11026/64/2018-A SEC-Endts dated 12.12.2018 and Govt. Memo No 3621/32/Endts.1(2)/2018 dated 05.12.2018 and pass such other order or orders…”
2. Heard Sri Pathi Siva Prasad, learned counsel, representing
learned counsel for the petitioners and Sri Gudipati Nagabhushanam, learned Assistant Government Pleader for Endowments appearing on behalf of respondent Nos.1 and 2.
3. The petitioners claim that they were appointed on daily wage basis and working in Annadanam Division at 3rd respondent-Temple, since 2005 and they have completed nineteen years of service. They were paid consolidated amount on monthly basis. The persons who are discharging same work and working as regular employees are paid higher wages than the petitioners. The petitioners now claim the benefit of minimum time scale as paid to NMR/Contract employees. They have submitted representation dated 08.03.2025 to the 3rd respondent for extending minimum time scale.

Learned counsel for the petitioners submits that this Court in W.P.No.15387 of 2024, which was instituted by persons who are working with 3rd respondent on daily wage basis, who claim minimum time scale, while disposing the writ petition, directed the respondents to consider the representation in terms of Memo No.36021/32/Endts.I(2)/2018, dated 05.12.2018 and also proceedings of Additional Commissioner, Endowments vide Rc.No.COE-11026/64/2018-A SEC-Endowments, dated 12.12.2018 and prayed to pass similar order.
5. Learned Assistant Government Pleader appearing for respondents submits that case of the petitioners will be considered in accordance with law and also as directed by this Court in W.P.No.15387 of 2024 dated 20.07.2024.
6. In view of the aforesaid submissions, the Writ Petition is
disposed of directing the 3rd respondent to consider the representation made by the petitioners on 08.03.2025 in terms of Memo No.36021/32/Endts.I(2)/2018, dated 05.12.2018 and proceedings of the Additional Commissioner, Endowments Department vide Rc.No.COE-11026/64/2018-A SEC-Endowments, dated 12.12.2018 and pass appropriate orders, as expeditiously as
