On being confronted, the submission of learned counsel for the petitioner is that the order to the extent it blacklists the petitioner is not sustainable on various grounds such as absence of proper show cause notice as the earlier show cause notice was a cryptic one which was dropped and the second show cause notice dated 17.12.2024 did not propose the action of blacklisting yet the order includes the penal action of blacklisting that too without considering the reply submitted by the petitioner. 3. Sri Rajesh Tewari, learned Addl. C.S.C. fairly submitted that a fresh order would be passed in the matter especially as no time limit for blacklisting has been prescribed. 4. In view of the aforesaid and as we are satisfied that the order so far it blacklists the petitioner is not in accordance with law, for the reasons already noticed hereinabove, to that extent, it is quashed with liberty to the concerned opposite parties to pass a fresh order if there is a cause but only after following the law on the subject. 5.
