1. The present writ petition has been filed seeking a direction to the Respondents to effect mutation of agricultural land situated in Village Nilothi, Nangloi, Delhi, in favour of the Petitioner, in terms of the Standard Operating Procedure1 dated 17th September, 2024, issued by the Divisional Commissioner. The land comprises the following khasra numbers: i. 6/16 Min (2-1), 17 Min (2-1), 23 (2-3), 24 (4-16), 25 (4-2); ii. 35/1/2 Min (4-10), 35/2 (4-16), 35/10 (4-16), 36/5 Min (1- 10), 36/6 Min (2-17); and iii. 39/18/2 (3-3), 48/5/2 Min (2-10), 48/6 Min (2-7), 48/14/2 (3- 10), 48/17/1 (3-14). 2. revenue records in respect of the aforesaid land, inheriting ownership/bhumidari rights from his father, Late Sh. Naranjan Singh. Reliance is also placed on a public notice dated 13th December, 2024, that was issued by the Office of the Sub-Divisional Magistrate, Punjabi Bagh, Government of NCT of Delhi, inviting objections from the general public pursuant to the aforementioned request. It is contended that despite issuance of the said notice and absence of any objections, the mutation has not been effected. 3. Counsel for the Petitioner does not dispute that the land in question stands urbanised and that the provisions of the Delhi Land Reforms Act, 1954 are no longer applicable. However, it is submitted that the Government has itself issued an SOP dated 17th September, 2024, specifically providing for updation of revenue records in respect of agricultural land situated in urbanised villages. It is further submitted that the said SOP applies to cases of uncontested inheritance, and the Petitioner’s case squarely falls within its ambit.
Accordingly, it is urged that notwithstanding the urbanisation of the village, mutation can still be effected in favour of the Petitioner. 4. Having considered the submissions and in light of the aforesaid SOP dated 17th September, 2024, this Court finds merit in the limited grievance raised in the present petition. Accordingly, the petition is disposed of with a direction to Respondent No. 4 to consider the Petitioner’s application for mutation in terms of the said SOP and pass an appropriate order thereon, in accordance with law. 5. In the event Respondent No. 4 comes to the conclusion that the Petitioner is not entitled to the benefit of the said SOP or to mutation in his

favour, a reasoned and speaking order shall be passed within a period of eight weeks from today.
