Krishnakumar, C.J. : [1] Mr. Meinam Rustam, learned counsel, appears for the petitioner; Mr. H. Debendra, learned Deputy AG, appears for the State respondents and Mr. CH. Momon, learned counsel, appears for respondent No.6. [2] Mr. H. Debendra, learned Deputy AG, appearing for the respondents department has placed an order dated 30.03.2025 which states as follow: “GOVERNMENT OF MANIPUR SECRETARIAT: HOM DEPARTMENT ORDERS BY THE GOVERNOR:MANIPUR Imphal, the 30th March, 2025 F.No.H-201/59/2023-HD-HD: As per para No.3 of the “Manipur Compensation Scheme for Women Victime/Survivors of Sexual Assault/other Crimes, 2023 Scheme, the Governor of Manipur is pleased to accord sanction to an amount not exceeding a sum of Rs.10,00,00,000/-(Rupees ten crore) only for payment of Compensation relating to crime against women and the pending applications/cases before the Hon’ble high Court of Manipur, various POCSO Courts and DLSAs in favour of the victim. 2.The expenditure is debitable to Grant No.34- Rehabilitation, Major Head-2235-Social Security and Welfare, Sub-major 01-Rehabilitation, Minor-200-Other Relief Measures, JOHN TELEN KOM Digitally signed by JOHN TELEN KOM Date: 2025.04.16 08:10:18 +05'30' 2 Sub-Head-05-Women Victim Compensation Fund, Detailed; 00, Object-49-Other Revenue Expenditure for the year 2024-2025. 3. Director, Relief Rehabilitation, Manipur shall draw and deposit the amount to the Manipur State Legal Services Authority(MASLSA) account for taking necessary action. 4. Further, Member Secretary, Manipur State Legal Services Authority(MASLSA) shall take necessary action regarding verification of beneficiary, bank account details ext, and transfer the sanctioned amount to the bank account of the beneficiary. 5. This issues with the concurrence of Finance Department, Government of Manipur vide their U.O. No.FX/34/60/2024-2025 dated 30.03.2025.” By Orders in the name of the Governor. (N. [3] In the light of the above order dated 30.03.2025 passed by the Commissioner (Home), Government of Manipur, no further order is required in the matter. [4] Mr. CH. Momon, learned counsel appearing for the MASLSA states before this Court that the Manipur Victim Compensation Scheme, 2019 is still operated by the Director, Relief & Rehabilitation, Manipur and they have not given power to the Member Secretary, Manipur State Legal Services Authority for operating the said fund. Therefore, the Member Secretary, Manipur State Legal Services Authority is to make a request to the Government immediately and the Government is to consider and take appropriate decision in the said request to be made by the Member Secretary, Manipur State Legal Services Authority.
