According to him, he was awarded a contract by Nagar Palika Parishad, Manglour, District Haridwar in the year 2021 and the assigned work was completed by him to the satisfaction of the concerned authorities, however, the amount deposited as security has not been released so far. 4. By means of this writ petition, petitioner has sought a direction to the Municipal authorities to release the security amount. 5. Mr. Parikshit Saini, learned counsel appearing for Nagar Palika Parishad, however, submits that petitioner had committed default, therefore, as per terms of the contract and also the byelaws of the Municipality, the security has been forfeited. 6. Be that as it may, since petitioner had made number of representations, which are not considered so far, therefore, he may be permitted to make fresh representation to the competent authority. 7. Accordingly, the writ petition is disposed of with liberty to petitioner to make fresh representation to the competent authority in the Nagar Palika Parishad. If he makes representation within three weeks from today, decision thereupon, shall be taken, as per law, within eight months thereafter.
