Heard Mr. L. Mohan, learned counsel appearing for the petitioner, who submits that the petitioner is approximately 63/64 years of age as on date and as such, the writ petition has become infructuous. Mrs. R. B. Borah, learned counsel appears for the respondent Nos. 3 & 4 and Mr. U. Sarma, learned counsel for the respondent Nos. 1 & 2. In view of the submission made by Mr. L.
