By the present writ petition, the petitioner is seeking a direction towards the respondent authorities to grant permission to petitioner for physical examination conducted pursuance to the advertisement dated 20.10.2023 by which applications are invited from the local resident and local candidate of Chhattisgarh for the post of Constable in the police department of the State of Chhattisgarh. 2. Learned counsel for the petitioner would submit that the petitioner is having the domicile certificate (Annexure P4) issued to him on 10.01.2024. Learned counsel for the petitioner would submit that in spite of the fact that the petitioner is a resident of Chhattisgarh on the date of physical verification the petitioner was denied to participate in the said examination, hence, necessary direction be given to the respondent to permit the petitioner to participate in the recruitment process. 3. Learned counsel for the respondent/State would submit that the last date for submission of application form for the post of constable as per the advertisement was 30.11.2023, whereas the domicile certificate which has been applied by the petitioner is on 08.01.2024 and the certificate is of 10.01.2024 which is issued subsequent to the last date of the submission of the application form, it means that on the last date for submission of application, the petitioner was not having a domicile certificate issued by the State of Chhattisgarh. He 3 further submits that the petitioner is also not a student of class- 10th or Class-12th (10 + 2) qualified from the State of Chhattisgarh or Madhya Pradesh, whereas he has passed his Class 10 th Examination from the Maharashtra State Board of Secondary and Higher Secondary Education Pune and hence the petitioner on the date of submission of application form was not having the domicile certificate as well as the petitioner is not a student of Class-10th or Class-12th from Chhattisgarh or Madhya Pradesh, hence the relief sought by the petitioner cannot be granted. 4. I have heard both the parties and perused the pleadings of the petitioner and submission made by the respondent/State counsel that domicile certificate which has been annexed by the petitioner in the writ petition is of the dated 10.1.2024 and the cut off date for submission of the application form is 30.11.2023, hence the petitioner cannot claim his candidature pursuance to the advertisement dated 20.10.2023 and even the petitioner has not passed the Class-10th examination either from Chhattisgarh or Madhya Pradesh State, hence the petitioner is not eligible to participate in the recruitment process as per the advertisement dated 30.11.2023 for the post of constable. 5.
