By the present writ petition, the petitioner is questioning the order (Annexure P/1) dated 05.03.2025 by which the petitioner has been transferred from the post of Deputy Director Veterinary Services Balrampur-Ramanujganj to District Manendragarh-Chirmiri- Bharatpur. 2. Learned counsel for the petitioner submits that the order of transfer has been passed by the State Government without considering the guidelines dated 06.03.2015 issued by the State by which the guidelines for posting in the scheduled area has been provided. 3. Learned counsel for the petitioner submits that the petitioner has discharged his government duty in the maximum part of his tenure in the scheduled area, however again he has been posted in the Distric Manendragarh-Chirmiri-Bharatpur. 4. Learned counsel for the respondent/State submits that vide order dated 03.03.2025, the State Government has constituted a committee to consider and reconsider the transfer orders passed by the State Government, where the employees are having some grievance to the transfer order and the petitioner may approach the Said committee within a stipulated period and the said grievance of the petitioner will be considered in accordance with the guidelines and in accordance with law. 3 5. I have heard both the parties and perused the policy and the pleadings of the petitioner. 6. It appears from the pleadings that the petitioner who has discharged maximum part of his duty in the scheduled area. Presently, he has been again transferred to a scheduled area which appears to be contrary to the guidelines dated 03.06.2015 (Annexure P/7), hence the petitioner is directed to approach the committee constituted by the State Government on 03.03.2025 within a period of 5 days and in case the petitioner approached the said committee, the said committee shall consider the representation and grievance of the petitioner in accordance with law as well as the guidelines dated 03.06.2015 within a further period of 15 days. Till the decision of the Committee the impugned order dated 05.03.2025 shall be remain stayed till the decision of the Committee. 7. The petitioner is at liberty to raise all the grievance which is raised in the present writ petition before the concerned committee constituted under order dated 03.03.2025. 8.
