The present writ petition has been filed with a prayer for directing the respondents to grant financial upgradation to the petitioner as provided under Modified Assured Career Progression Scheme (MACPS) dated 10.11.2020 issued by the Secretariat, Finance Department. The learned counsel appearing for the petitioner, submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by directing the respondents to expedite the process for granting financial upgradation as provided under the MACPS in terms of the letter dated 26.04.2023 of the Deputy Secretary (MI), Government of Manipur addressed to the Chief Engineer, Minor Irrigation Department, Manipur. Mrs. L. In view of the submission made by the learned counsel appearing for the parties and on perusal of the record, this Court is of the considered view that interest of justice will be served by issuing the following direction:- The respondents are hereby directed to take a decision and to expedite the process for granting financial upgradation to the petitioner strictly in terms of the Modified Assured Career Progression Scheme (MACPS) dated 10.11.2020 issued by the Secretariat, Finance Department and also in terms of the letter dated 26.04.2023 of the Deputy Secretary(MI), Government of Manipur, addressed to the Chief Engineer, Minor Irrigation Department, Manipur, as early as possible and preferably within a period of 3(three) months from the date of receipt of a certified copy of this order.
