By this petition, the petitioner has prayed for the following relief:- "Issue a writ, order or direction in the nature of mandamus directing the Opposite Party Nos.2 & 3 i.c. Executive Engineer, Prantiya Khand, Public Works Department (P.W.D.), District-Faizabad (Ayodhya) and Executive Engineer, Nirman Khand-II, Public Works Department (P.W.D.), District-Faizabad (Ayodhya) respectively to regularize the service of the petitioner from the date of Award dated 30.06.1997 passed by the Presiding Officer, Labour Court, Faizabad and to provide the consequential benefits to the petitioner." Learned counsel for the petitioner submits that the petitioner was regularized by order dated 15.12.2000, which is annexed as Annexure No. 2 to the writ petition. Learned counsel for the petitioner, upon a query being made by the Court, could not indicate as to why since 2000, he has chosen to file this writ petition in the year 2025 after a delay of almost 25 years. There is no explanation of delay in the writ petition. The petition suffers from considerable delay and laches, which remain unexplained Accordingly, the writ petition is dismissed on the ground of delay and laches. Order Date :- 9.5.2025 R.C.
