Neutral Citation No. - 2025:AHC-LKO:26291 Court No. - 18 Case :- WRIT - A No. - 4996 of 2025 Petitioner :- Phool Mati Respondent :- State Of U.P. Thru. Prin. Secy. Deptt. Of Bal Vikas Sevayein Evam Pushtahar Lko. And 3 Others Counsel for Petitioner :- Sudhir Kumar Pandey,Pradeep Kumar Yadav Counsel for Respondent :- C.S.C. Hon'ble Karunesh Singh Pawar,J. Heard learned counsel for the petitioner and learned Standing Counsel for the State. Notice to respondent No.4 is dispensed with in view of the proposed order. By means of present petition, the petitioner has prayed for issuance of a writ of mandamus directing respondent No.3 to consider appointment of the petitioner in handicapped quota on the post of Anganbadi Karyakatri. A further writ in the nature of certiorari has been sought quashing appointment of respondent No.4 on Anganbadi Karyakatri in village Bhadesiya Block Nindura, Tehsil Fatehpur, district Barabanki. Learned Standing Counsel, on the basis of written instructions which are taken on record, submits that the anganbadi centre of gram panchayat Bhadesiya is an unreserved vacancy. As per Government Order dated 21.3.2023 para 3-Ga and Gha, one Mithlesh Kumari securing highest marks has been selected on the post of Anganbadi Karyakatri and appointment order has been issued accordingly. The petitioner has got lowest merit and is at serial No.5 in the select list. I have considered the submission and perused the
record. From the above, it is evident that the post in question is not reserved for handicapped category. The private respondent No.4 has out- performed the petitioner in merit. This court finds that the selection appears to have been conducted in terms of G.O. dated 21.3.2023. There appears to be no illegality in the impugned selection. The petition being devoid of merit is dismissed. Order Date :- 6.5.2025 kkb/ Digitally signed by :- KRISHNA KUMAR BARANWAL High Court of Judicature at Allahabad, Lucknow Bench
