Heard Sri N.Sai Phanindra Kumar, learned counsel representing CKR Associates, learned counsel for the petitioner and Sri Abdul Rasheed, learned Assistant Government Pleader for Transport for the respondents.
2. The above writ petition is filed to declare the action of the 4th respondent in cancelling the registration certificate of the petitioner’s vehicles bearing No.AP39TF 7296 and AP39TF 9396, and also seizure of vehicles by respondents 6 and 7, is illegal and arbitrary.
3. At the hearing, learned counsel for the petitioner as well as learned Assistant Government Pleader would submit that the issue involved in the writ

petition is squarely covered by the order dated 07.09.2022 in W.P.No.24009 of 2022. The W.P.No.24009 of 2022 was disposed of with certain directions regarding the dismantling of vehicles.
4. Given the facts and circumstances of the case, the writ petition is
disposed of at the admission stage with the consent of learned counsel on either side, in terms of the order dated 07.09.2022 in W.P.No.24009 of 2022 with the following directions. 1) The respondent authorities are directed to dismantle the vehicles in the presence of the petitioner or his representatives after duly recording video of the entire process along with safeguarding the chassis and engine numbers of the vehicle. 2) After the process of scrapping the vehicle is completed, the said scrap shall be handed over to the petitioners under the cover of panchanama. 3) This process should be videographed and the videographs are to be kept in sealed covers and handed over to the custody of the trial Court before whom said criminal complaints are pending. This process is to be completed within six weeks from the date of receipt of a copy of this
order. 4) It would be open to the investigating officer to conduct such proceedings as may be necessary to ensure that the entire process is properly recorded, and the said record shall be kept in the custody of the Criminal Court before whom the complaints are pending. 5) There shall be no order as to costs. As a sequel, pending miscellaneous petitions, if any, shall stand closed.
