The present petition has been filed with the following prayer:- "a suitable order or direction commanding and directing the opposite party no.2/District Magistrate Gonda, to conclude the proceeding initiated upon the complaint of the petitioner for the purpose of assessment of surcharge indicated under Section 27 of U.P. Panchayati Raj Act, 1947, pending before him, within specific time frame preferably with one month." 3. Admittedly, the petitioner is the complainant, no right either constitutional/statutory has been shown to be violated of the petitioner, warranting issuance of the writ under Article 226 of the Constitution. 4.
