The said representation records that the petitioner was appointed on 27.11.2007 in the N.T.P.C. hospital. He stopped attending the office after an accident on 11.03.2009. The nature of the appointment of the petitioner or evidence of the same is not established from the pleadings or any other reliable evidentiary material in any case. The petitioner has approached this Court after more than one and half decades. The delay has not been satisfactorily explained. The writ petition is dismissed on the ground of delay and laches.
