Jaya Prabhakara Rao, learned Counsel for the Writ Petitioner, Sri Panku Rajesh Kumar, learned Assistant Government Pleader for Panchayat Raj and Sri A. Krishna Kishore, learned Assistant Government Pleader for Agriculture. 2. The present Writ Petition is filed seeking the release of the admitted amount of Rs.17,58,550/- in respect of supply of “Tarpaulins” on subsidy to the farmers under National Food Security Mission (NFSM) Scheme. 3. Sri Krishna Kishore, learned Assistant Government Pleader, has submitted the Written Instructions furnished by the Director of Agriculture, dated 03.04.2025 along with the copy of the Letter addressed by the Director of Agriculture to the Special Chief Secretary to Government (A&C) Department dated 07.08.2024. Copy of it is supplied to the Counsel for the Writ Petitioner and the same is taken on record. 4. The relevant portion of the Written Instructions is usefully extracted hereunder: “The Respondents are submitting that, the bills uploaded in the CFMS portal were returned and subsequently the funds were lapsed. It is also to mention that, there is no dispute with the petitioner's claimed amount after verification of bills. The Respondents are submitting that, the 3rd respondent has been requesting the Government dated 07.08.2024 & 10.01.2025 for release of lapsed funds for payment of bills uploaded in CFMS portal which were cancelled /returned from 2018-19 to 2021-22. The respondents are humbly submitting that, the pending subsidy dues of the petitioner shall be remitted soon after the receipt of funds from the Finance Dept., AP.” 5. The above extract would indicate that the claim of the Writ Petitioner is admitted and that the 3rd Respondent had been requesting the Special Chief Secretary to Government (Agriculture and Co-operation) Department for the release of the lapsed funds. 6. Having regard to the fact that the amounts are admitted and the said amounts are not paid for various technical reasons, this Court deems it appropriate to allow this Writ Petition at the admission stage, by directing the Official Respondents particularly Respondent Nos.1, 2, 7 & 8 to complete the entire inter-departmental administrative process by co-operation and co- ordination between various departments within a period of ten weeks from today and make the payment to the Writ Petitioner within four weeks thereafter by transferring the amount into the bank account of the Writ Petitioner. 7. Writ Petitioner is directed to furnish the bank details to the above- mentioned respondent within one week from today for effective compliance. 8. With these observations and directions, the Writ Petition stands allowed. No order as to costs. 9.
