Learned counsel for the appellants has fairly submitted that the issue involved in this appeal has already been considered and decided by a Co-ordinate Bench of this Court in the matter of State of Rajasthan & Ors. Vs. Vinod Kumar Meena (D.B. Special Appeal (Writ) No.61/2024) and the same was dismissed on 05.04.2024.
