Hemchandra, learned senior counsel appearing for the petitioners and Mr. Shyam Sharma, learned GA appearing for the respondents. [2] At the outset, it has been submitted by the learned senior counsel that in the present writ petition, the petitioners has made as many as seven prayers, however, the learned senior counsel submitted that the petitioners will be satisfied if the present writ petition is disposed of by issuing a direction to the Commandant General (Home Guards)-cum-Director General of Police, Manipur and Commandant, Home Guards (VA) Manipur to consider the representation dated 26-08-2020 submitted by the petitioner on its own merit and strictly in terms of the applicable act and LAISHRAM DHAKESH ORI DEVI Digitally signed by LAISHRAM DHAKESHORI DEVI Date: 2025.08.29 14:58:10 +05'30' Page 2 rules/guidelines and to dispose of the same by issuing a speaking order within a stipulated period. [3] It has also been submitted that if such direction is given, the petitioner will not press the other prayers made in (i), (ii), (iii), (v), (vi) & (vii) for the time being. [4] Mr. Shyam Sharma, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representation submitted by the petitioner, he has no objection in disposing of the present writ petition as prayed for by the learned senior counsel. [5] Taking into consideration the submission advanced by the learned counsel appearing for the parties, this court is of the considered view that it will be in the interest of justice to issue the following directions :- (i) The Commandant General (Home Guards)-cum- Director General of Police, Manipur and Commandant, Home Guards (VA) Manipur are hereby directed to consider the representation dated 26-08-2020 submitted by the petitioner on its own merit and strictly in terms of the applicable act and rules/guidelines and to dispose of the same by issuing a speaking order. Page 3 (ii) It is made clear that the whole process should be completed within a period of 3(three) months from the date of receipt of a certified copy of this order.
