3. Before taking a call, I am certain, the second respondent will call for a report from the Superintendent of Police, Madurai District, to ascertain the antecedents of the petitioner. All this will arise in case the petitioner files an application and pays appropriate fee, which is necessary for processing the application.
4. Giving liberty to the petitioner to move the appropriate authority, this Writ Petition is dismissed. No costs.
