Heard, learned counsel for the parties. 1. The instant Writ Petition has been filed under Article 226 of the Constitution of India for quashing the order passed by the Circle Officer, Dhanbad (R-6) whereby and whereunder, an application for issuance of Local Resident Certificate vide Reference No.JHLRCO/ 2025/ 193929 and income certificate vide Reference No.JHIC / 2025/385999 have been rejected vide order dated 09.04.2025. 2. It is submitted by learned counsel for the petitioner that the ancestor(s) of the petitioner was a permanent resident of the District- Dhanbad and his family members have been living there for more than hundred years. As a matter of fact, the Circle Officer, Dhanbad, had earlier issued the income certificate vide Letter dated 25.07.2004 and the residential certificate to the petitioner which was issued on 15.02.2019. Despite issuance of earlier certificate(s) in favour of the petitioner, the application for issuance of said certificate has been denied without mentioning any specific ground. 3. Learned AC to AG for the State submits that on-line application had been filed by the petitioner for issuance of relevant certificates without requisite authorization letter and consequently the application for issuance of certificate was rejected. 2025:JHHC:14823 2 4. Having considered the submissions advanced on behalf of both the sides, it appears that residential certificate was issued on 15.02.2019 and income certificates were issued vide letter dated 25.07.2024 in favour of the petitioner. It is also evident from the copy of the certificate issued by the Central Board of Secondary Examination that the petitioner had passed Class-X and Class-XII examination from CGS Public School, Bank More, Dhanbad 5. In this view of the matter, the petitioner will submit an application afresh for issuance of said certificate(s) along with relevant documents before the Circle Officer, Dhanbad on which a reasoned order will be passed within one week of the receipt of the application. The instant Writ Petition is accordingly disposed of. Pending I.A., if any, stands disposed of. Let a copy of this order be communicated to the Circle Officer, Dhanbad for its compliance at once.
