During the course of hearing, Shri Rajesh Tiwari, learned Additional Chief Standing Counsel made a statement on the basis of instructions that personal hearing could not be given to the petitioner, therefore, the order can be set aside with liberty to the opposite parties to proceed afresh in accordance with law. In view of the aforesaid, we quash the order dated 08.11.2023 but with liberty to the concerned opposite parties to proceed against the petitioner afresh, as per law, providing an opportunity of hearing as is envisaged therein. The writ petition is accordingly disposed of.
