By filing this application, the petitioner has prayed for impleadment of Sri Paban Terang in the connected Cont.Cas(C)/20/2025 as the earlier incumbent has retired and the officer sought to be impleaded is holding the post of Commissioner & Secretary, to the Govt. of Assam. Having considered the grounds for impleadment of the above Commissioner and Secretary to the Govt. of Assam, Public Works (Roads) Assam, I am of the view that the Commissioner & Special Secretary appears to be a necessary party in the connected Cont.Cas(C)/20/2025 Accordingly, Sri Paban Terang be allowed to be impleaded as respondent No.4 in the connected contempt case.
