Heard learned counsel for the petitioner, Sri Ajeet Pratap Singh, learned counsel for the respondent nos. 2 and 3 and perused the record. 2. The present petition has been filed by the petitioner challenging the order dated 30.01.2025 whereby the revision preferred by the petitioner was dismissed holding that the delay has not been properly explained. 3. Considering the fact that the petitioner is a poor person and was selling flowers, a too harsh view has been taken in dismissing the revision on the ground of limitation. 4. Finding the said order to be contrary to the mandate of law, the order dated 30.01.2025 is quashed. The matter is remanded to the Revisional Authority to decide the revision on merits treating the said revision to be within time with all expedition preferably within a period of two months. No third party right shall be created till the order is passed on the revision. 5. The present petition is disposed of in terms of the above.
