Compliance affidavits filed on behalf of respondent nos. 3 & 4 (which are taken on record) enclosing therein the copy of the order dated 27.03.2021 passed on the representation of the applicant as directed by the writ Court. Learned Standing Counsel has submitted that the present contempt application may be dismissed as infructuous and the notices may be discharged as the judgment and order passed by the writ Court has been complied with. Learned counsel for the applicant has submitted that the judgment and order passed by the writ Court has not been complied with as no payment has been made to the applicant. After hearing learned counsel for the parties and going through the record of the case, it is found that the writ Court by its judgment and order dated 09.01.2020 has directed the respondent no. 4 to decide the representation of the applicant by means of a reasoned and speaking order and there was no direction for any payment. For convenience, the relevant extracts of the order dated 09.01.2020 are quoted hereinbelow:- "In view of the above, it is provided that in case the petitioner submits a representation within two weeks from today before respondent no. 4 then respondent no. 4 shall endeavor to decide the same by means of a reasoned and speaking order within a further period of three months from the date of submission of the representation along with certified copy of this order. With the aforesaid direction, writ petition is disposed of." The decision with a reasoned and speaking order taken on the representation of the applicant dated 27.03.2021 has been enclosed as Annexure no. CA-1. In view of the facts and discussion made hereinabove, the present contempt application has become infructuous and the same is dismissed as infructuous. Notice, if any, stands discharged.
