Heard learned counsel for the petitioner and learned Standing Counsel for respondents no. 1 to 4. 2. By this petition the petitioner has prayed following reliefs:- "A. Issue a writ, order or direction in the nature of mandamus directing and commanding the opposite party no.03 District Magistrate, Lucknow to give arrears of salary from 31.10.2007 to 05.06.2009 after deducing subsisting allowances which had paid to petitioner along with three increments of year 2007, 2008, 2009 within stipulated time as this Hon'ble Court deems fit an proper in the interest of justice. B. Issue a writ, order or direction in the nature of mandamus directing and commanding the opposite parties to pay benefit of ACP (Assured Carrier Promotion). C. Issue a writ, order or direction in the nature of mandamus directing and commanding the opposite parties to pay interest on delay payment to the tune of 09% from its due date to actual realization. D. Pass any other suitable order or directions which this Hon'ble Court deems just and proper in the circumstances of the case in favour of the petitioner." 3. After arguing at some length, learned counsel for the petitioner submits that he may be granted liberty to file a fresh representation to opposite party no.3, who may be directed to decide the same by passing a speaking and reasoned order. 4. In view of above, without entering into merit of the case, the petition is disposed of with liberty to the petitioner to file a fresh representation before the opposite party no.3 within two weeks from today, who shall decide the same within the further period of four weeks, by passing a speaking and reasoned order.
