After arguing the matter at some length, on being confronted with the provision contained in Regulation 24(3) of the Uttar Pradesh Awas Avam Vikas Parishad Ki Anavasiya Sampatti Ke Nistaran Sambandhi Viniyam, 1980, under which, one percent mutation fee is leviable, counsel for the petitioner sought permission to withdraw the Writ Petition with liberty to file afresh challenging the said provision.
