Heard learned counsel for the petitioner and learned HCGP for respondent Nos.1 to 6. 3. Learned HCGP has strongly contested this petition on the ground of maintainability of the writ petition. 4. Upholding the objection raised by the learned HCGP, this Court is of the view that the conversion order passed by respondent No.1 - Deputy Commissioner dated 30.10.2024 as per Annexure-A has to be challenged in the manner known to law. - 4 - NC: 2025:KHC:1606 WP No. 656 of 2025 5. By preferring an appeal insofar as phodi proceedings are concerned, learned counsel appearing for the petitioner fairly concedes that the said order is challenged before respondent No.1 - Deputy Director of Land Records, which is evidenced at Annexure-O. 6. In that view of the matter, this Court proceeds to pass the following; ORDER (i) The writ petition is disposed off reserving liberty to assail the conversion order in the manner known to law. (ii) However, it is needless to mention that the petitioner shall press for early hearing insofar proceedings pending before respondent No.6 - Deputy Director of Land Records. (iii) The Authorities to the proceedings shall co-operate and respondent No.6 - the Deputy Director of Land Records after hearing both parties and securing relevant records shall pass appropriate orders in the manner known to law. - 5 - NC: 2025:KHC:1606 WP No. 656 of 2025 (iv) Respondent No.6 - Deputy Director of Land Records shall ensure that the appeal is disposed off within an outer limit of three months from the date of receipt of order copy.
