The petitioner confines his prayer to relief number (c) which is for direction to the Block Development Officer i.e. opposite party no. 4 to complete the process and issue death certificate concerning mother of the petitioner. The death certificates are issued under the Registration of Births and Deaths Act, 1969 by the Registrar. If the B.D.O. is the Registrar /Additional District Registrar for the said purpose, or is otherwise authorized to issue a death certificate, he can consider the application of the petitioner if it is maintainable and there is no other legal impediment, otherwise the petitioner will have to move an application before the concerned Officer, but only as per law. If any such application is filed for issuance of a death certificate, if it is maintainable and if there is no other legal impediment, necessary action shall be taken within two months. The writ petition is disposed of accordingly.
