Neutral Citation No. - 2025:AHC-LKO:20384-DB Court No. - 2 Case :- WRIT - C No. - 2408 of 2025 Petitioner :- Ajeej Urf Nanke Respondent :- State Of U.P. Thru. Secy. Revenue Deptt. Lko. And 3 Others Counsel for Petitioner :- Shiv Pal Singh,Ambrish Kumar Counsel for Respondent :- C.S.C. with Case :- WRIT - C No. - 2423 of 2025 Petitioner :- Phool Chand Respondent :- State Of U.P. Thru. Secy. Revenue Deptt. Lko And Others Counsel for Petitioner :- Shiv Pal Singh,Ambrish Kumar Counsel for Respondent :- C.S.C. Hon'ble Rajan Roy,J. Hon'ble Om Prakash Shukla,J. Heard. Learned Additional C.S.C. for the opposite parties has filed an affidavit in compliance of the order dated 25.03.2025 passed by this Court, which is taken on record. In the case at hand, the caste certificate has been issued to the petitioner mentioning his status as OBC caste, but that was valid only for six months and the petitioner had filed an application for issuance of fresh caste certificate but the same has been rejected by uploading a cryptic information-'rejected', which in our view is not the correct way of deciding such applications. If an application for issuance of a caste certificate is to be rejected, then reasons have to be given, but we do not find any reasons having been uploaded, therefore, we quash the information uploaded on the concerned website as contained in Annexure No.1. Further, we are of the opinion that if an application for issuance of caste certificate is filed and no proof in support thereof is filed, assuming that any such proof should be filed, this by itself cannot be a ground for rejecting the application for issuance of caste certificate, as an inquiry is required to be conducted by the concerned officials in terms of Government Order dated 21.04.2010 and other Government Orders on the subject and then a reasoned order should be passed in case the application is to be rejected. Let a reasoned order be passed and communicated to the petitioner after following the due procedure. Let this exercise be completed within two months. The Writ Petitions stand disposed of.
