Rajiv Kumar DGP Manipur and 2 Others Respondents BEFORE HON’BLE THE CHIEF JUSTICE MR. KEMPAIAH SOMASHEKAR ORDER 14.07.2025 [1] Mr. L. Sanjoy Singh, learned counsel for the complainant/petitioner in this contempt petition is on record but the said counsel has not appeared either through video conferencing or present before the court physically. But, the learned counsel namely, Mr. P. Tamphamani, learned counsel for the respondents/accused in this contempt petition is present before the court physically. [2] This contempt petition has been initiated by the complainant/petitioner for willful disobedience of the orders rendered by the learned Single Judge on the writ side in WP(C) No. 795 of 2022 dated 15.11.2022 vide Annexure-A/5 to the petition. [3] The learned Single Judge on the writ side had passed the order directing the respondents to consider the representation of the petitioner SHAMURAILATPAM SUSHIL SHARMA Digitally signed by SHAMURAILATPAM SUSHIL SHARMA Date: 2025.08.28 12:07:28 +05'30' 2 | P a g e herein dated 29.08.2022, 03.09.2022 and 12.09.2022 within a period of three months from the date of receipt of a copy of the order. [4] Subsequently, this contempt proceeding has initiated by the complainant/petitioner against the respondent seeking for implementation of the order dated 15.11.2022. [5] In this matter, there is no representation for the complainant/petitioner but the counsel namely, Mr. P. Tamphamani for the respondents No. 1, 2 and 3 is present and submitting that the Police Department endorsed the Government Advocate order communication letter dated 16.11.2022 to the Superintendent of Police, Imphal West dated 22.11.2022 for directing the Officer-in-Charge, Lamphel Police Station to dispose of the representation dated 29.08.2022 vide endorsement at Flag A. It is further submitted that upon action of the police department, the officer- in-charge, Lamphel Police Station considered and disposed of the representation dated 29.08.2022 vide order dated 25.07.2024 which endorsement is at Flag B. Subsequently, the Superintendent of Police, Imphal West District, Manipur had issued an order dated 27.07.2024 vide Flag C disposing of the representation dated 03.09.2022 vide Flag C. [6] It is further submitted that the orders dated 25.07.2024 and 27.07.2024 vide Flag B and Flag C respectively, the representations of the petitioner have been considered and disposed of. Therefore, the order dated 3 | P a g e 15.11.2022 rendered by the learned Single Judge on the writ side in WP(C) No. 795 of 2022 has already been complied with. [7] Therefore, keeping in view the submission made by the learned counsel for the respondents No. 1, 2 and 3 in this matter are concerned, it is deemed appropriate that this contempt petition does not survive for consideration.
