Insofar as the petitioners are concerned, they are regular employees in the Department, who also have avenue for promotion in accordance with the rules which are prevalent and are in force. The grievance expressed in the petition as was argued by the learned counsel representing the petitioners is that the Department should be prevented from making promotions to the post of Multi Purpose Health Assistant (Female) from the cadre of ANM Grade-III inasmuch as any such 2 HCJ & RRR, J W.P. No: 9329 of 2025 promotions made would directly affect their choices of appropriate transfer whenever the general transfers are effected. In our opinion, the argument advanced is bereft of any sound reasoning. Only because the petitioners’ right to get transferred to their choice of posting would be affected to some extent cannot be a ground for preventing promotions of those who are otherwise eligible in the system to get promoted as Multi Purpose Health Assistant (Female). We find no merit in the present petition, and is accordingly, dismissed. No costs. Pending miscellaneous applications, if any, shall stand closed. DHIRAJ SINGH THAKUR, CJ R.
