Petitioner participated in a selection for appointment as “Lecturer” in Government Polytechnic. He was selected and appointment was offered to him vide order dated 29.12.2017. 3. There was a stipulation that petitioner had to report for duty upto a certain date. Petitioner did not report for duty within the stipulated time and he applied for extension of time. 4. His request for extension of time was allowed and joining time given to petitioner was extended. Since petitioner did not join duty even within the extended period, therefore, offer of appointment given to him was cancelled. 5. In this writ petition, petitioner has challenged cancellation of offer of appointment. 6. Annexure-8 to the writ petition is a representation made by petitioner on 01.08.2018. In that, petitioner has stated that since he is serving in Power Transmission Corporation of Uttarakhand Limited (PTCUL), 2025:UHC:4202-DB as Junior Engineer on contract and his term of contract is going to expire on 31.07.2018, therefore, he will join duty in Technical Education Department of the State Government only thereafter. 7. Thus, non-joining of petitioner on the post offered to him was without any valid reason, merely because he was appointed on contract in some other organisation is not sufficient for not joining on the post offered to him. 8.
