Since common questions of fact and law are involved in these petitions, therefore, they are clubbed together and are being heard & decided by a common judgment. However, for the sake of brevity, facts of Writ Petition (S/S) No. 1700 of 2025 alone are being considered and discussed. 4. Petitioner was initially appointed as a P.T.A. Teacher against a sanctioned vacancy on the post of Assistant Teacher, L.T. Grade in Public Inter College, Motadhak, Kotdwar, District Pauri Garhwal in the year 1993; he was granted ad-hoc status on 29.06.2009 and his services were regularised on 17.11.2015. In this petition, petitioner contends that in view of Government Order dated 12.07.2002, petitioner is entitled to have the entire length of service counted for grant of selection grade. 5. Learned State Counsel, however, disputes the said submission and he submits that as per Government policy, only regular service has to be considered for selection grade. 2025:UHC:9308 6. Mr. Navnish Negi, learned counsel appearing for the petitioner, however, submits that a Division Bench of this Court has dealt with the said aspect and ruled in favour of the teachers. 7. Be that as it may, since petitioners have sought a writ of mandamus without making representation, therefore, the State Counsel is right in submitting that no relief can be granted to the petitioners. 8. Having regard to the facts of the case, writ petitions are disposed of with liberty to petitioners to make representation(s) to the Director, School Education. If they make representation(s) within three weeks from today, decision thereupon shall be taken within six months thereafter.
